Since 1995, new instruments are introduced to renew the existing public estate and those districts characterised by major degradation. In 1997 the “IACP” (Autonomous Institute for Social Housing) are reorganised and transformed into Regional public Companies. In 2000 housing responsibilities are transferred from the State to the Regions. The IACP, and later the “Azienda Lombarda per l’Edilizia Residenziale” (Lombardy Company for Public Housing), are committed to renew, requalify and regenerate council-house areas of the city. Along with social rent, new rules for public rent are defined and experimental projects are proposed. Builders are stimulated to integrate traditional building initiatives with public housing measures, considering the social and cultural sides. Initiatives by private companies are supported, as they may become co-operators of the public sector; more attention and care are required for the maintenance, renewal, and improvement of the existing public housing estate.
